Challenge & Change: HLF & Cultural Value
Report prepared by Demos for HLF. The report responds to the Secretary of State's request, in her personal essay entitled Government and the value of Culture, to find new ways of measuring the benefits of culture. It does so by addressing the issue of how public and cultural value are generated by and through the heritage and the work of HLF. Public and cultural value together encompass a set of ideas about how public organisations behave as well as what they accomplish.
