Evaluation: The impact of HLF funding for curriculum-linked learning for 5 - 19 year olds
In January 2004 HLF commissioned the Scottish Centre for Research in Education (SCRE) to undertake a one-off evaluation into the impact of our funding for curriculum-linked learning for 5 – 19 year olds.
Valerie Wilson led the evaluation and delivered the final report in August 2005. An advisory group of external stakeholders was set up to provide scrutiny of the methodology and data and to provide complementary perspectives on the research process.
A key part of HLF’s mission is supporting more opportunities to learn about heritage. Even in the first few years of our existence, when funding was mainly for capital schemes, grants were used to provide education spaces.
In 1998 HLF began to fund education officers and activities and since 2002 every project must create opportunities for people to learn about, have access to and enjoy their heritage.
By April 2004 HLF had funded 1,400 heritage education projects across the UK; we identified a random sample of projects that aimed to provide curriculum-linked learning and from that shortlist 50 projects were identified for inclusion in the research project.
The aims of the SCRE study were:
to analyse the impact of HLF funding for curriculum linked learning for 5 – 19 year olds on learners, schools, colleges and heritage organisations;
to investigate models of participation and practice;
to consider resource, logistical and sustainability issues;
to identify recommendations for policy and practice.
