Voluntary sector funding issues
29 respondents (8%) mentioned financial issues affecting the voluntary sector and want to see in particular:

  • more support for core costs
  • financial support for business planning as part of project development
  • full cost recovery
  • longer project funding cycles
  • tapered revenue funding where necessary to ensure projects remain sustainable
  • more payments in advance to ease cash-flow
  • less onerous match funding requirements.

      ‘There has been tremendous support for capital projects and meeting costs specific to projects but there has been no allowance for paid admin time, usually done by volunteers’.

    Many of these points, together with a commitment to a proportionate approach to assessment and monitoring, are reflected in the Government’s Compact Code of Good Practice for funding of the voluntary sector, and in DCMS’s strategy for engaging with the voluntary and community sector through its sponsored bodies.
