He was appointed to this post in 2019 after four years as Director of Collections and Public Programmes and previously Secretary and Director of Governance. He was Deputy Director of the Books Council of Wales from 1990 to 2003.

He is passionate about the power of culture and heritage to enrich the lives of individuals and communities and that they should be accessible to all as a point of principle and as a matter of social justice.

A native of Gwynedd, he was educated at the University of North Wales Bangor where he gained BA, DAA and MA degrees. He is a qualified practitioner in HR and Public Governance. The University of Wales Trinity Saint David appointed Pedr as a Professor of Practice in 2023.

He is a Fellow of the Learned Society of Wales, non-executive director of Coleg Cymraeg Cenedlaethol and a member of the National Eisteddfod’s Gorsedd. 

In his role as Chief Executive and Librarian, he led one of Wales' most important institutions through the pandemic period and gained recognition for his inspirational leadership in driving a transformational strategy for the Library. In January 2023, he was named a  Changemaker by the Future Generations Commissioner for Wales. Under his leadership the library has seen significant development such as the establishment of the Wales Broadcast Archive.
