Richard was previously the Director of Finance and Resources at the Human Fertilisation and Embryology Authority and the Human Tissue Authority, both health regulators and arm’s length bodies of the Department of Health and Social Care. He led the finance and corporate services functions of both organisations from November 2016. 

Richard is a chartered management accountant and career public servant. He qualified as an accountant while working for the Ministry of Defence, where he undertook postings with the RAF, Army regiments and in the corporate centre. Richard has worked in a number of Government departments including DWP, Defra and more recently the Ministry of Justice where he was the department’s Financial Controller. 

He has spent the past 10 years working within the health sector, having been the Deputy Finance Director at Oxleas NHS Foundation Trust prior to taking up his previous role.
